Procurement Process
The Board of Estimates is responsible for awarding contracts and supervising purchases by the City for contracts in the amount of $50,000 or more, the Board uses a formal process that requires advertisements and has a deadline for submission. (Bureau of Procurement Solicitation Notices.) Formal bids are due on the dates advertised and must be received by 11:00 a.m.

The Board of Estimates makes decisions on formal contract awards, informal contracts (under $50,000), extensions, increases to contracts and the rejection of bids at its Wednesday meetings

Submission Deadline
Formal bids must be received by 11:00 a.m. on the date advertised. Late bids shall not be accepted.

Hand Delivery: Vendors may hand-deliver bid packages to the Office of the Comptroller at the above address. All hand-delivered packages must meet the submission deadline.
Bid Specifications
Vendors should address questions regarding bid specifications to the agency soliciting the bid. The Comptroller's administrative office does not respond to questions about bid specifications or qualifications.
Current Bid Results
At 12:00 noon each Wednesday, the Board of Estimates is in session to publicly open and read bids due on the date of the Board meeting. Due to the COVID-19 pandemic, City Hall is closed. Residents and members of the press can watch live on CharmTV’s cable channel (Channel 25/1085HD) and online at charmtvbaltimore.com/watch-live. After 2:00 p.m. on Wednesdays, Bid results for the current and preceding two weeks may be viewed online.
