Baltimore, MD - The agenda for the Board of Estimates April 5th meeting is now available. It can be found on the Comptroller’s website under the Board of Estimates tab.

Baltimore Development Corporation

SB-23-10740, Lease - Baltimore Arena Parking Garage, Approval of this Lease is requested in order to support the redevelopment and operations of the newly renovated CFG Bank Arena. Amount of lease increase is $1,500,000. This item was deferred from the March 15th Board of Estimates agenda.

SB-23-10742, Lease - Baltimore Arena Parking Garage, Baltimore Arena Company, LLC, an affiliate of the Oak View Group (“OVG”), a national arena developer and operator, for the lease of the City-owned office space at 200 West Lombard Street, Suite A and B. Period of agreement starts 4/1/2023. Transaction amount is $1. This item was deferred from the March 15th Board of Estimates agenda.

Information & Technology

SB-23-10934, Digital Harbor Foundation, Inc., Grant Agreement and Amendment to the Grant Agreement for West Baltimore BeMore Mobile Initiative. Transaction amount is $300,000. This is a grant award amendment to the Digital Harbor Foundation to provide 1,000 area users in West Baltimore’s Edmondson Westside Village neighborhood with broadband service.

SB-23-11092, Emergency Report, Oakland Consulting Group, Inc. Second Extension/Amendment II. The extension is the Second Amendment to the original emergency PSA. The Second Amendment changes the term of the Agreement from June 8, 2022 – February 7, 2022, to June 8, 2022 – March 31, 2023, and increases the total contract amount from $362,000 to $419,600.

Law

SB-23-11067, Settlement of Claim of Estate of Terry Harrell, et al. Request to approve a settlement of a claim filed by the Estate of Terry Harrell in the amount of $400,000, arising out of an automobile accident that occurred on June 21, 2022.

SB-23-11040, Settlement of Gwendolyn Banks vs Mayor & City Council, litigation stems from a fall by plaintiff while walking at or near 2542 Lauretta Avenue on August 18, 2018. Settlement amount is $25,000.

SB-23-11047, Settlement of Aaron Winston vs Officer Alexandros Haziminas, et al, Settlement for a lawsuit brought by Aaron Winston against Officer Alexandros Haziminas, Mosaic Lounge, LLC, and Brandi Pope arising from a 2016 incident at Power Plant Live! Settlement amount is $250,000.

SB-23-11049, Settlement of Adrienne Martin vs MCCB et al. Settlement of a lawsuit against the City filed by Adrienne Martin as a result of a trip and fall in Baltimore City in May 2021. Settlement amount is $90,000.

Real Estate

SB-23-10659, Memorandum of Understanding, Baltimore County Center Place Road Project. Baltimore County has proposed creating a more direct connection between Baltimore City from Broening Highway to the core of the Dundalk Main Street commercial district. This MOU establishes a framework for collaborating to acquire property and construct a road to connect Center Place Road to Broening Highway.

Rec & Parks

SB-23-11066, Joint Use Agreement between Rec & Parks, HABC, Parks & People Inc and Maryland DNR concerning LPPI-24-0 Nathaniel J. McFadden Learn and Play Park (the Project). The estimated life of the project is expected to be 15 years from the date the Board of Public Works approves this Agreement (which comes after the Board of Estimates approval).

SB-23-10690, Two Year Extension for Project No. 1314 On Call Architectural Design Services Agreement with Murphy & Dittenhafer Inc. Period of Agreement is 6/11/2023 to 6/10/2025. Contract award amount is $4,000,000.

SB-23-10799, Award for RP21834 Ambrose Kennedy & Patterson Park Pool Renovations to Maine Line Commercial Pools, Inc. Transaction amount is $3,848,000.

Transportation

SB-23-10432, Amendment to City’s Settlement Agreement with BGE. The Board is requested to approve an Amendment to the City’s 2016 Settlement Agreement with Baltimore Gas & Electric (BGE). Period of agreement is 2/17/2023 to 1/2/2027. Transaction amount is $138,500,000. This item was deferred from the March 1st Board of Estimates agenda.

Procurement

SB-23-11129, Payment of Outstanding Invoice, for Islas General Cleaning Inc. Amount is $123,542.91. “Due to flooding caused by a water main break at the Patapsco & Back River Water Treatment Plant, the agency needed to secure outside janitorial services ASAP. The nature of the event did not allow time to secure an approved purchase order before calling for cleaning services.”

SB-23-11116, Payment of Outstanding Invoice, CI Technologies Inc. Amount is $27,494.12. “The previous purchase order, P555906 expired September 30, 2021; however, the vendor continued to provide services. The agency did not submit a requisition in a timely manner to secure a purchase order. Board approval is requested to provide a purchase order to provide a payment path for the outstanding invoices.”

Public Works

SB-23-11073, Consulting/Professional Services Agreement with Waterfront Partnership of Baltimore, Inc. for the Jones Falls and Harris Creek Water Wheels regarding Baltimore Refuse Energy Systems Company (BRESCO). Transaction amount is $500,000.

MEMBERS OF THE PUBLIC

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. A Statement of Opposition means a written statement by a member of the public expressing opposition to an item presented on a Board of Estimates agenda for a vote, provided that the person submitting the statement of opposition is a City resident or taxpayer, or a spokesperson for a City resident or taxpayer, or is directly and specifically affected by a pending matter or decision of the Board, and (d) that is distinct from a Protest.

BIDDERS

Protests for contract awards must be received by noon on the Monday prior to the Board of Estimates meeting. A protest is a written challenge to the award of a bid to a particular bidder that has been presented to the Board of Estimates on an agenda for a vote. Anyone submitting a protest must be registered as a procurement lobbyist with the Board of Ethics in accordance with Baltimore City Ethics Code, §8-12.

Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.
