General Services

SB-24-12093, Bid Rejection for GS16810RRR – Mitchell Courthouse Roof Replacement. This item was deferred from the June 26 Board of Estimates agenda.

SB-24-12446, Emergency Procurement: Metropolitan Protective Services, Inc. Unarmed and armed security guard services at five (5) Baltimore City location. Transaction amount is $4,455,360.

Labor Commissioner

SB-24-12469, Memorandum of Understanding for Fiscal Year 2025 with the Baltimore Fire Officers IAFF Local 964, AFL-CIO, CLC.


SB-24-12436, Settlement Agreement, Shakairra David v. Justin Michael King, et al. Settlement amount is $30,000. “On August 10, 2020, off-duty Department of Public Works employee Shakairra David sustained injuries as the result of a motor vehicle collision with a Baltimore City ambulance near the intersection of E. Baltimore Street and Patterson Park Ave.”

 SB-24-12380, Settlement Agreement, Shelby Harrington v. MCCB, Case No. 24-C-23-00515, et al. Settlement amount is $60,000. “Plaintiff’s Complaint against the City alleges negligence and nuisance for each sewage water backup.”


SB-24-12262, Third Extension - B50004568 – Provide Various Rental Vehicles. Acme Auto Leasing LLC / All Car Leasing, Inc. d/b/a Nextcar / Enterprise RAC Company of Baltimore LLC. Period of agreement is 7/1/2024 to 6/30/2025. Transaction amount is $4,377,000.

SB-24-12244, Unauthorized Procurement to SB & Company, LLC. Transaction amount is $40,484. This item was deferred from the 6/26 Board of Estimates agenda.

Public Works

SB-24-12115, Non-Construction Consulting Agreement - Procurement Assistance.  Calyptus Consulting Group, Inc. Period of agreement is based on Board approval with a duration of six months. Transaction amount is $169,600.

SB-24-12260, Emergency Authorization with Routeware, Inc. Transaction amount is $400,000. “The Department of Public Works (DPW) is requesting Emergency Authorization to renew the contract with Routeware, Inc (PO-007198), to provide hardware and services for the Bureau of Solid Waste’s (BSW) routing and vehicle tracking system.”

SB-24-11810, W.C. 1283-Water Main Replacement and Rehabilitation at Baltimore Street/Smallwood Street/Reisterstown Road and Vicinity. Transaction amount is $26,772,835. A protest was received from Monumental Paving and Excavating, represented by Venable, LLP.


SB-24-12094, Extra Work Order No. 6 TR21018, P. Flanigan & Sons, Inc., Urgent Needs Citywide. This item was deferred from the 6/26 Board of Estimates agenda.

SB-24-12222, Grant Agreement, State Passenger Ferry Vessel. Transaction amount is $1,600,000.

Address the Board


Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. A Statement of Opposition means a written statement by a member of the public expressing opposition to an item presented on a Board of Estimates agenda for a vote, provided that the person submitting the statement of opposition is a City resident or taxpayer, or a spokesperson for a City resident or taxpayer, or is directly and specifically affected by a pending matter or decision of the Board, and (d) that is distinct from a Protest.

Members of the public can also submit statements of support to the Board of Estimates. Statements of support can come from anyone in the public in support of any item listed on the stated Board of Estimates agenda.  Please indicate if you would like to address the Board or only wish to have your statement of support noted.


Protests for contract awards must be received by noon on the Monday prior to the Board of Estimates meeting. A protest is a written challenge to the award of a bid to a particular bidder that has been presented to the Board of Estimates on an agenda for a vote. Anyone submitting a protest must be registered as a procurement lobbyist with the Board of Ethics in accordance with Baltimore City Ethics Code, §8-12.

Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.

Schedule. The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.


Public Information Requests. Requests for background documents for any Board of Estimates items should be made through

Open Checkbook. The Office of the Comptroller recently launched Open Checkbook 2.0 Spending Explorer, a new public-facing online tool that tracks the city’s third-party vendor payments.  Open Checkbook 2.0 allows the public to review Baltimore City’s spending by accessing payments to suppliers. The site is updated daily.
