Baltimore Police Department

Page 2, BPD, Grant Agreement with Araminta Freedom Initiative for a Mentor Coordinator/Advocate for victims of human trafficking. Grant amount $30,000.

Page 149, Items # 3 and 4, Bureau of Procurement, items for Baltimore Police Department. These items consist of a recommendation for award for B50006582 for Cell Site Simulator with Cognyte Software LP (award amount is $920,000) and a recommendation to reject all bids for B50006458, Group Messaging Application for Law Enforcement.

Pages 165-166, Item #7, Bureau of Procurement, Renewal and Increase to Contract 08000 for Annual Maintenance for Noritsu Equipment with Noritsu America Corp. End-user is BPD. The renewal extends the contract through August 25, 2023 and adds $21,534 in value for a total contract value of $53,835.

Pages 176-177, Item #16, Bureau of Procurement, Award of Contract 08000 for Specialized DNA Consumables and Supplies with Life Technologies Corp. Award amount is $317,223.77.

Pages 179-180, Item #19, Bureau of Procurement, Award of Contract 08000 for EZ1 & 2 DNA Investigator Kits and Investigator Lyse and Spin Basket Kits with Qiagen, LCC. Award amount is $159,303.81.

City Council

Pages 4-7, City Council, Charitable Solicitation Requests. Two requests from Councilman Zeke Cohen, to raise funds for Experience Corps and the yet-to-be-established City Office of Aging. 

DHCD

Page 108 and Pages 111-112, DHCD, Property Dispositions. These items are two separate Land Disposition Agreements, both of which involve the City transferring parcels of land that have been used for years as community gardens to Baltimore Green Space: A Land Trust. These LDAs are part of the Mayor’s Cleaner Green initiative.

Page 114, DHCD, Property Disposition. This is a Land Disposition Agreement transferring two properties at 1832 and 1830 N. Broadway to Councilman Robert Stokes. Sales price is $18,000.

Pages 116-117, DHCD, Amended Master Development and Land Disposition Agreement with Uplands Visionaries LLC. This is a no-cost amendment to the 2011 MDA and LDA for the Uplands project that revises the development plan, adds provisions relating to construction of public infrastructure, updates the various public funding program sources, and establishes a sale price for the parcels that are part of the second phase of the project.

Equity and Civil Rights

Pages 37-38, Office of Equity and Civil Rights, Charitable Solicitation Application. This will allow OECR to solicit funds for the City’s 30^th Civil Rights Breakfast and activities for Civil Rights Week 2022.

Health Department

Pages 40-43, Health Dept., Agreements/Provider Agreements

• Agreement with Project PLASE, Inc. Period was July 1, 2021 to June 30, 2022. Amount is $565,170.
• Agreement with Kennedy Krieger Institute, Inc. Period was July 1, 2021 to June 30, 2022. Amount is $51,582.
• Provider Agreement with Baltimore Medical System, Inc. Period was July 1, 2021 through June 30, 2022. $603,835.

Law Department

Page 12, Law Department, Settlement Agreement & Release for Dante Royal v. BPD Officer Clement John. Settlement amount is $80,000 for injuries occurring in a car accident.

Mayor’s Office

Pages 52-54, MOU with Sport and Entertainment Corporation of Maryland for the 2022 Maryland Cycling Classic over Labor Day weekend. The City is committing to paying up to $250,065 for municipal services to be provided for the event.

Planning

Pages 60-61, Department of Planning, Grant Agreements. These are two grant agreements, one with Black Yield Institute for $66,277 and one with Plantation Park Heights for $66,000 for urban agriculture.

Procurement

Pages 150-151, Item #6, Bureau of Procurement, Recommendation for Award for B50006484, Copper Cable Installation Maintenance and Repair with five vendors. Award amount is $4,815,000.

Pages 180-182, Item #20, Bureau of Procurement, Extension of Contract B50004090 for Network Hardware with twelve vendors. There are multiple end-users including BCIT, DPW, DOT and others. The extension brings the contract expiration date to February 28, 2023 and adds $4 Million in value for a total contract value of $61 Million.

Pages 186-187, Item #24, Bureau of Procurement, Authorization of Master Lease Financing for Fiscal Year 2023. This is a request for approval of $26,009,040.22 in funding through the Master Lease with Bank of America for FY23 vehicle purchases.

Retirement System

Page 13, F&P Retirement System, Subscription Agreement. This is a subscription agreement with IPI Partners III-A, L.P to invest $20 Million.

Travel Requests

Page 3, BCIT. Travel request for Director Todd Carter to attend Workday Rising where he will be on a panel with Director of Finance Henry Raymond and Director of Human Resources Quinton Herbert to discuss Workday implementation.

Pages 8, ERS, Travel Request. Request for ERS Trustee Helen Holton for the Marquette Associates 2022 Investment Symposium.

Page 55, Mayor’s Office, Travel Request. This is a retroactive request for approval for the Mayor’s travel costs paid for by a third party, the Baltimore Metropolitan Council, for his attendance at Chesapeake Connect.

Procedures for addressing the Board have changed. Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting. 

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting.

New BOE agenda publishing schedule:

Board of Estimates agendas will now be published publicly on the Wednesday prior to the board’s scheduled meeting. Agendas will be available at the Board of Estimates page. This new schedule will provide the media and public at least four business days to read the document and more thoroughly participate in the city’s spending process.

Schedule:

The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.

BOE Database:

Comptroller Henry has announced the debut of a fully searchable database of Baltimore City Board of Estimates (BOE) transactions. This new database will provide both transparency and easy access to searchable information for the BOE, Comptroller’s Office, internal agency customers and the public. It can be found at https://comptroller.baltimorecity.gov/boe/summarie

Supplier Self-Service Portal:

The City of Baltimore launched a new Supplier Self-Service Portal to offer a better way to connect and do business. This new portal is now open and replaces Citibuy. The portal is a free, self-service tool that will allow suppliers to register with the City’s Workday Supplier Portal and directly access their information during the “procure-to-pay” lifecycle.
