Baltimore, MD - The Board of Estimates agenda for the June 29th meeting is now available. It can be found on the Comptroller’s website under the Board of Estimates tab.
Items of note
These are transactions we find interesting or may be of interest to the public, organized by agency. A separate list of items on the non-routine/discussion agenda are announced at the BOE meeting.
Baltimore Police Department
Pages 13-16, DGS, Grant Awards. This is a series of grant awards from the Maryland Energy Administration’s Smart Energy Communities Program. Two of the grants are designated for a “retro-commissioning study” at BPD headquarters with a combined total of $110,000.
Pages 52-53, Item # 4, Bureau of Procurement, Renewal of Contract No. B50004822 for Employee Assistance Program with Janus Associates, Inc. The renewal extends the contract from June 28, 2022 through June 27, 2023 and adds $200,000 in value. End-users are BPD and Baltimore Fire Department.
Pages 148-149, DHR, Personnel Matters, BPD, Classification Upgrade for Aviation Mechanic Inspector. Calling this out since it’s a Police item. They are increasing the pay due to “difficulty with finding and attracting candidates.”
Pages 23-30, Health Dept., Agreements/Provider Agreements. This is a series of eight agreements, seven of which have a term of July 1, 2021 through June 30, 2022.
Pages 149-151, DHR, Personnel Matters, Pratt Library. These consist of a reclassification for a Public Relations Supervisor, creation of a Systems Supervisor classification, and reclassification of a filled IT Specialist position as a Systems Supervisor.
Pages 161-175, DHR, Amendments to AM Policies. DHR is requesting approval for a new AM 210-2/Whistleblower Retaliation and amendments to AM 205-6/Night or Shift Differential and AM 204-10/Job Related Injury and Illness.

Page 116, Item #1, Bureau of Procurement, Recommendation for Award for Contract B50006466, Street Tree Supply, Delivery, Planting & Maintenance Spring and Fall 2022. Awardee is Baltimore Tree Trust, award amount is $1.2 million. End-user is Rec & Parks.
Pages 42-44, DPW, Consultant Agreement with KCI Technologies, Inc. for Interactive Dashboard for Improved Operations Monitoring and Cityworks Support Services. The value of the agreement is $299,999.05.

Procedures for addressing the Board have changed. Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.
Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting.
