SB-23-13538, Maryland 911 Emergency System of Baltimore City, Maryland Actual Receipts and Expenditures Report for the FY Ended June 30, 2022 and Management Comment. Agreed upon procedures for the 9-1-1 Actual Receipts and Expenditures Report for the Year Ended June 30, 2022.
SB-23-13090, Biennial Performance Audit of the Mayor’s Office of Children and Family Success. “The objective of our performance audit was to evaluate the effectiveness of the Rental Assistance: Eviction Prevention Program.”

SB-23-12901, Emergency Procurement Agreement between BCPA and Contracting Specialists DC, LLC. “Engineer hired by PABC to evaluate the structure of the Plaza and Garage it was determined that the expansion joint running through roughly 80% of the Plaza and across the pick-up/drop-off and taxi lanes was failing – needs immediate attention.” Transaction amount is $5,257,10.64.

SB-23-13507, Sanitary Contract No. 991- Liquid Oxygen Rehabilitation at the Patapsco Wastewater Treatment Plant. “To provide design Engineering Services for Liquid Oxygen Plant Rehabilitation at Patapsco Wastewater Treatment Plant.” Transaction amount is $1,199,890.34.
SB-23-13157, Partial Release of Retainage: Water Contract No. 1211 – Ashburton Reservoir Zone 2 Tanks. The Contractor has requested a Partial Release of Retainage. Transaction amount is $4,793,747.
SB-23-12770, Change Order #1 for Storm Drain Contract No. 7800. “A change order for additional time and funding in order to continue addressing storm drain emergencies.” Transaction amount is $2,000,000.
Recreation and Parks
SB-23-13535, AWARD for RP21830 Parkview Recreation Center - Accompany TOFs for SB-23-13234. “The Department of Recreation and Parks requests the Board to award RP21830 Parkview Recreation Center to the second lowest responsive bidder, Towson Mechanical Incorporated.” Transaction amount is $10,923,000.
Address the Board
MEMBERS OF THE PUBLIC
Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. A Statement of Opposition means a written statement by a member of the public expressing opposition to an item presented on a Board of Estimates agenda for a vote, provided that the person submitting the statement of opposition is a City resident or taxpayer, or a spokesperson for a City resident or taxpayer, or is directly and specifically affected by a pending matter or decision of the Board, and (d) that is distinct from a Protest.
Members of the public can also submit statements of support to the Board of Estimates. Statements of support can come from anyone in the public in support of any item listed on the stated Board of Estimates agenda. Please indicate if you would like to address the Board or only wish to have your statement of support noted.
BIDDERS
Protests for contract awards must be received by noon on the Monday prior to the Board of Estimates meeting. A protest is a written challenge to the award of a bid to a particular bidder that has been presented to the Board of Estimates on an agenda for a vote. Anyone submitting a protest must be registered as a procurement lobbyist with the Board of Ethics in accordance with Baltimore City Ethics Code, §8-12.
Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.

Schedule. The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.
