Baltimore, MD - The Board of Estimates agenda for the September 7th meeting is now available. It can be found on our database or on the Comptroller’s website under the Board of Estimates tab.
Below, please find items of note, instructions on how to oppose or protest items, and details on the agenda process.

These are transactions we find interesting or may be of interest to the public, organized by agency. A separate list of items on the non-routine/discussion agenda are announced at the BOE meeting.
Baltimore Police Department
Page 1, Travel Request. Commissioner Harrison is traveling to a Maryland Chiefs of Police Association seminar in Ocean City. Total amount is $807.06.
Page 2, MOU with Center for Hope to pay for Forensic Interviewers for victims of child sexual abuse and assault with funds from a state grant. The grant amount is $125,000 is entirely retroactive, with a term of July 1, 2020 through June 30, 2021.
Page 3, Agreement with Mercy Medical Center to pay for numerous services for human trafficking victims and victims of sexual assault with funds from a state grant. The grant amount is $53,436 and is retroactive, with a term of October 1, 2021 through September 30, 2022.
Pages 69-70, Personnel Matters, Item #39: Abolishment of a vacant Office Support Specialist III position and reclass of two Office Support Specialist positions to a Police Report Reviewer and a Police Information Technician position.
Page 70, Personnel Matters, Item #40: Creation of 12 Call Center Agent I positions to assist with non-emergency calls.
Page 71, Personnel Matters, Item #41: Reclassification of filled Secretary III position to Operations Assistant I.
Pages 71-77, Personnel Matters, Items #42-53, Employment Contracts. These are twelve separate employment contracts.
City Council
Pages 4-7, City Council, Charitable Solicitation Requests. These are two more requests from Councilman Zeke Cohen to raise funds for the 2023 Healing City Baltimore Summit and “the placement of Peer Recovery Specialists in City agencies” as part of the implementation of the Elijah Cummings Healing City Act.
Pages 63-64, Item # 31, Personnel Matters, City Council, Reclassification of Secretary City Council to Council Technician. This is a reclass for a vacant Council District 5 staff position.
Comptroller’s Office
Pages 64-65, Items #32 and 33, Personnel Matters, Office of the Comptroller, Employment Contracts. Two, two-month contract extensions for Telecommunications staff.

Page 8, ERS, Subscription Agreement for Oaktree Special Situations Fund III, LP.
Page 9, ERS, Consulting Contract with RSM US LLP for accounting system software. Contract value is not to exceed $50,000.

Equity, Health & Human Services
Page 85, Agreement with Baltimore Civic Fund, $300,000 grant for the Mayor’s Abortion Fund. The period of agreement is September 1, 2022 through August 31, 2023.
Health Department
Pages 18, Agreement, Independent Living Foundation, Inc. Medical Transportation for the period between July 1, 2021 and June 30, 2022. Amount is $12,500.
Page 19, Agreement, AIDS Action, Inc. Period is between August 1, 2021 and July 31, 2022.
Page 20, Agreement, Behavioral Health System Baltimore, Inc. (BHSB). Period is between July 1, 2021 and June 30, 2022. Amount is $970,514.
Pages 44-45, Items #6-8, Personnel Matters, Health Department, Employment Contracts. These are three employment contracts that are retroactive to July 1, 2022.
Housing and Community Development
CDBG-47 Grant Agreements:
- Page 106, BOPA, grant amount $60,000, term is January 1-December 31, 2022.
- Page 107, Creative Alliance, Inc., grant amount $80,000, term was September 1, 2021-August 31, 2022.
- Page 108, Greater Baybrook Alliance, Inc., grant amount $85,000, term was July 1, 2021-June 30, 2022.
- Page 109, Legal Aid Bureau, Inc., grant amount is $75,000, term was June 1, 2021-June 30, 2022.
- Page 110, Maryland Volunteer Lawyer Service, grant amount is $50,000, term is January 1, 2021-December 31, 2022.
Labor
Page 81, Labor Commissioner, Fiscal Year 2022-2023 Memorandum of Understanding for CUB Units I and II. The Board is requested to note the MOU.
Law Department
Pages 82-84, Law Dept., Settlement Agreements & Releases. There are two settlements on the agenda:
- Pages 82-83, Darnell Earl v. former BPD Officer Marcus Taylor et al. A GTTF case, the settlement amount is $575,000.
- Page 84, Joseph Thomas v. Mayor & City Council. This is a personal injury case arising from a vehicle accident involving a City fire inspector. Settlement amount is $300,000.
Mayor’s Office
Pages 67-68, Item #37, Personnel Matters, Mayor’s Office, Reclassification of Operations Officer I to Operations Officer IV. This reclass is for a filled position that will be known as the Director of External Affairs.
Parking Authority
Pages 102-104, Parking Authority, Seventh Amendment to Parking Facility Operations and Management Agreement with Impark/Danas, LLC. PABC is requesting a retroactive amendment to this agreement that was initially approved in 2013. The seventh amendment allows Impark/Danas to operate four City-owned garages through October 31, 2022, after which PABC will bring in a new operator.
Pratt Library
Page 10, Pratt Library, Transfer of Funds. This is a transfer of $250,000 from the Hamilton Roof Replacement project to the Dundalk Roof Replacement.
Public Works
Pages 94-95, Item #2, Bureau of Procurement, Increase to Contract B50003294 for Customer Information System (CIS) UMAX with Itineris NA, Inc. The increase adds $15 Million in value for a contract awarded in 2014, for a total value of $41,603,437.89. This major increase is to allow for additional services following implementation of DPW’s water billing customer information system.
State’s Attorney
Pages 77-80, Items #54-60, Personnel Matters, Office of the State’s Attorney, Employment Contracts. There are seven contracts; all but one are renewals. All the renewals are for the same hourly rate as the prior year or a 2% increase in the hourly rate.
Transportation
Page 127, DOT, Developer’s Agreement No. 1427F with UA Port Covington Holdings, LLC and Under Armour, Inc. This is for infrastructure improvements at 2601 Port Covington Drive; UA is posting a letter of credit for $115,626 for the project.

Suppliers may submit protests (written challenges to the award of a bid). All protests must be received by noon on the Monday prior to the Board of Estimates meeting. Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website.
Members of the public may submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting.

BOE agenda publishing schedule:
Board of Estimates agendas will now be published publicly on the Wednesday prior to the board’s scheduled meeting. Agendas will be available at the Board of Estimates page. This new schedule will provide the media and public at least four business days to read the document and more thoroughly participate in the city’s spending process.

Schedule:
The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.
BOE Database:
Comptroller Henry has announced the debut of a fully searchable database of Baltimore City Board of Estimates (BOE) transactions. This new database will provide both transparency and easy access to searchable information for the BOE, Comptroller’s Office, internal agency customers and the public. It can be found at https://comptroller.baltimorecity.gov/boe/summarie
Supplier Self-Service Portal:
The City of Baltimore launched a new Supplier Self-Service Portal to offer a better way to connect and do business. This new portal is now open and replaces Citibuy. The portal is a free, self-service tool that will allow suppliers to register with the City’s Workday Supplier Portal and directly access their information during the “procure-to-pay” lifecycle.
