Baltimore, MD - The Board of Estimates agenda for the December 22nd meeting is now available. It can be found on the Comptroller's website under the Board of Estimates tab.

Items of note:

Page 6, MOED, Grant Agreement with Baltimore Civic Fund. Amount is $1,590,000. This grant uses ARPA funds for a wage subsidy program for small, minority-owned and women-owned businesses.

Page 16, Baltimore Children and Youth Fund, Approval of Permanent Board of Directors. 

Pages 18-19, Office of the Comptroller, Status Report Presentations by Department of Law and Department of Rec & Parks on Performance Audit Findings.

Pages 42-43, Dept. of Planning and Dept. of Finance, 2022 Loan Authorization Program. These two items cover the $160 Million in general obligation bonds that will be on the ballot for approval in 2022.

Pages 44-45, Elected Officials’ Retirement System/Employees Retirement System and Fire & Police Retirement System, Independent Auditors’ Reports. 

Pages 50-51, Item #1, DPW, Extra Work Order No. 8 under WC 1190, Montebello Filtration Plant I Improvements.

Page 63, Item #4, Bureau of Procurement, Recommendation for Award for B50006206, Procurement Assessment and Transformation. Awardee is Civic Initiatives, LLC. Amount is $356,180.

Page 68, Item #4, Bureau of Procurement, Increase to Contract B50006122 for Ford Hybrid and Non-Hybrid Pursuit Utility Vehicles with Hertrich Fleet Services. This is a $22,680,000 addition on top of an initial value of $5.7 million.

Page 69, Item # 5, Bureau of Procurement, Award of Contract 08000 for GPS Trackers to CovertTrack Group, Inc. Award amount is $43,684. End-user is BPD.

Page 71, Item #7, Bureau of Procurement, Increase to Contract B50005580 for Enterprise Support Staff with 13 separate vendors. This is a $15 Million increase that will bring the contract value to $66 Million from an initial award of $30 Million. 

Page 74, Item #8, Bureau of Procurement, Request for Payment to Lytx, Inc. for $30,080.80.

Pages 87-102, Items # 14-20, Bureau of Procurement, Reports of Emergency Procurements.

  • Item #16, Department of Finance, payment to Ernst & Young for Covid Recovery. Cost is $131,187.50.
  • Item #17, Health Dept. Total cost is $7,846,101.35.
  • Item #19, Mayor’s Office of Homeless Services. Total cost is $4,374,632.60.
  • Item #20, Dept. of Planning. Total cost is $1,930,817.73.

Pages 98-99, Item #23, Bureau of Procurement, Award of Federal GSA Contract No. GS-07F-139DA for Police Helicopters with Davenport Aviation. Award amount is $17,926,923.23. 

Pages 102-103, Item #28, Bureau of Procurement, Report of Emergency Procurement. This consists of two items purchased for the Dept. of Law. Amount is $11,616,380.

Page 104, Law Department, Settlement Agreement and Release for Audrey Davies v. Mayor & City Council. Settlement amount is $240,000. 

Page 105, Law Department, Settlement Agreement and Release for Holmes et al v. BPD. Amount is $125,000.

Page 106, Law Department, Settlement Agreement and Release with U.S. Department of Labor for Wage & Hour Violations in the Comptroller's Office. Settlement amount is $119,839.05.
