These are transactions we find interesting or may be of interest to the public, organized by agency. A separate list of items on the non-routine/discussion agenda are announced at the BOE meeting.

City Council

SB-23-13267, City Council Bill 23-0384 Sale of Property, 14-18 Light Street (7 East Redwood Street). Sales agency is the Baltimore Development Corporation.

Comptroller

SB-23-12731, Resolution: Emergency Procurement. “The Comptroller's Office, in consultation with other cities agencies, seek to clarify, codify and streamline emergency reporting requirements in the interest of public transparency.” This item was deferred from the 9/6 Board of Estimates meeting.

Housing and Community Development

SB-23-11962, Approval of Master Professional Services Agreement with Accela. “The City of Baltimore is seeking a supplier to provide professional services to implement a system to replace the functions of the existing DHCD Permitting and Inspection Program.” Transaction amount is $5,685,006.15.

Law

SB-23-13138, Settlement, Timothy L. Jennings, Jr. v. Mayor and City Council of Baltimore. "Plaintiff claims that, as he stepped on a concrete curb in front of his house, the curb “split,” causing him to lose his balance and fall, and to sustain a right chronic transverse tarsal fracture dislocation." Settlement agreement is for $140,000. 

SB-23-13416, Employment Agreement. The Board is requested to approve an Employment Contract for Police Commissioner Designate Richard J. Worley, Jr. Transaction amount is $285,500.

Real Estate

SB-23-13341, Amended and Restated Land Disposition Agreement 4701 Greenspring Avenue (Block 4760 Lot 001) with Choo Smith Youth Empowerment, Inc. Amendment will “accommodate its present plans for construction of the Project and the inclusion of a Developer as participant in the Project.”

Procurement

SB-23-13113, Contract Number 08000 Drones and a GPS Mapping Package, Equipment Maintenance/Service Contract Award - Sole Source - DiCarlo Precision Instruments. End-user is Baltimore Police Department. Transaction Amount is $38,152.45. 

Public Works

SB-23-12726, Construction Award of Water Contract No. 1327-Chlorine Handling Safety Improvements. Transaction amount is $24,300,000. This item was deferred from the 9/6 Board of Estimates meeting.

Address the Board

MEMBERS OF THE PUBLIC

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. A Statement of Opposition means a written statement by a member of the public expressing opposition to an item presented on a Board of Estimates agenda for a vote, provided that the person submitting the statement of opposition is a City resident or taxpayer, or a spokesperson for a City resident or taxpayer, or is directly and specifically affected by a pending matter or decision of the Board, and (d) that is distinct from a Protest.

BIDDERS

Protests for contract awards must be received by noon on the Monday prior to the Board of Estimates meeting. A protest is a written challenge to the award of a bid to a particular bidder that has been presented to the Board of Estimates on an agenda for a vote. Anyone submitting a protest must be registered as a procurement lobbyist with the Board of Ethics in accordance with Baltimore City Ethics Code, §8-12.

Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.
