These are transactions we find interesting or may be of interest to the public, organized by agency. A separate list of items on the non-routine/discussion agenda are announced at the BOE meeting.

Audits

SB-23-13137, Annual Comprehensive Financial Report and Single Audit Fiscal Year 2022. The Board is requested to note an Independent Audit - ACFR & Single Audit. Period of agreement is 7/1/2021 to 6/30/2022. The Department of Audits in conjunction with SB & Company LLC conducted an audit of the Annual Comprehensive Financial Report (ACFR) and Statement of Expenditures for Federal Awards (SEFA) of the City of Baltimore for Fiscal Year Ended June 30, 2022.

SB-23-13091, FY2021-2020 Biennial Performance Audit of the Mayor’s Office of Employment Development. The Board is requested to note a Biennial Performance Audit. Period of agreement is 7/1/2019 to 6/30/2021.

Baltimore Police Department

SB-23-12319,  Report - Emergency Procurement, The Board is requested to note an Emergency Procurement including multiple vendors. Transaction amount is $3,030,164.67.

SB-23-12722, License Plate Reader. The Board is requested to approve a Donation Agreement with the Highlandtown Community Association, Inc. Transaction amount is $77,855.63.

Baltimore Development Corporation

SB-23-13037, Land Disposition Agreement, 2120 W. Lafayette Ave, 2201 Mosher Street, and 1001 N. Smallwood Street (Acme Business Complex). Transaction amount is $1.

Budget & Management Research

SB-23-13249, Supplemental Appropriation for Baltimore Office of Promotion and the Arts (BOPA). Period agreement is 7/1/2023 to 6/30/2024. Project Fund amount is $1,744,002. “As part of the Fiscal 2024 budget process, City Council reduced the Ordinance of Estimates by $1,744,002 in Service 824: Events, Art, Culture, and Film, which supports the Baltimore Office of Promotion and the Arts (BOPA) budget…The Administration and City Council have determined marked progress has been made in these areas in the time since 23-0177R was adopted.”

Comptroller’s Office

SB-23-12731, Resolution: Emergency Procurement. “The Comptroller's Office, in consultation with other cities agencies, seek to clarify, codify and streamline emergency reporting requirements in the interest of public transparency.”

Finance

SB-23-13082, Payment in Lieu of Taxes (“PILOT”) Request for Waters Tower, located at 1400 E. Madison Street.

Housing & Community Development

SB-23-12321, Report, Emergency Procurement. Transaction Amount is $1,860,000.

Human Resources

SB-23-12673, DPW 2306-03, the Board is requested to approve a Position Grade & Scale. “The Bureau of Budget and Management Research will establish the costs after the Board of Estimates Noted. The survey is funded via the Water and Wastewater Utility fund.”

SB-23-12322, Report, Emergency procurement Dept. of Human Resources. The Board is requested to note an Emergency Procurement Emergency with Evergreen Solutions, LLC. Period of agreement is 3/3/2023 to 7/31/2023. Transaction amount is $84,500.

Information & Technology

SB-23-12330, BCIT, Report - Emergency Procurement. 1,351,796.62 for various vendors.

Mayor’s Office

SB-23-12871, Non-Construction Consultant Agreement for Financial Advisory Services with Ernst & Young. The agreement will terminate on June 30, 2025, unless terminated sooner in accordance with this Agreement. Transaction Amount is $400,000.

Parking Authority

SB-23-12577 - Employment Agreement for, Director of Parking Authority of Baltimore City. The Board is requested to approve an Employment Contract for Peter Little. Period of agreement is 11/1/2023 to 10/31/2027. Transaction Amount is $210,000.

Procurement

SB-23-13067 Sole Source - Contract Number 08000 – RQ-012790 - MTA Adverting Services. $77,300.00.

Public Works

SB-23-12734, Approval of Implementation of Lead Copper Rule Revisions within Baltimore City and County.

SB-23-12726, Construction Award of Water Contract No. 1327-Chlorine Handling Safety Improvements with Allan Myers MD, Inc. Transaction amount is $24,300,000. “Principal Items of Work for This Project: Chlorine Handling Safety Improvements at Montebello Filtration Plants 1 and 2, and at five remote sites located in Baltimore County.”

MEMBERS OF THE PUBLIC

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. A Statement of Opposition means a written statement by a member of the public expressing opposition to an item presented on a Board of Estimates agenda for a vote, provided that the person submitting the statement of opposition is a City resident or taxpayer, or a spokesperson for a City resident or taxpayer, or is directly and specifically affected by a pending matter or decision of the Board, and (d) that is distinct from a Protest.

BIDDERS

Protests for contract awards must be received by noon on the Monday prior to the Board of Estimates meeting. A protest is a written challenge to the award of a bid to a particular bidder that has been presented to the Board of Estimates on an agenda for a vote. Anyone submitting a protest must be registered as a procurement lobbyist with the Board of Ethics in accordance with Baltimore City Ethics Code, §8-12.

Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.

Schedule. The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.
