These are transactions we find interesting or may be of interest to the public, organized by agency. A separate list of items on the non-routine/discussion agenda are announced at the BOE meeting.

Art & Culture

SB-23-11888, Fiscal Sponsorship and Funding Agreement between Baltimore City and the Baltimore Civic Fund in support of State Funding Grant for Artscape Festival. Transaction amount is $1,500,000.

General Services

SB-23-12114, Approval of Third Amendment to Agreement with The Reinvestment Fund (TRF) for the Community Energy Savers Programs. Period of agreement is 4/28/2023 to 12/31/2025.

Information & Technology

SB-23-12224 Maryland Connected Devices Grant Agreement, Sole Source Maryland Department of Housing and Community Development. Transaction amount is $180,000. “The purpose of the Program is to address the deficit of broadband connectivity resources available to low-income populations in the State.”

Law

SB-23-12413, Settlement Request: Claim of the Erie Insurance a/s/o Nirmen Mahal. Transaction amount is $35,619.68. Settlement covers an accident involving a BCFD truck.

SB-23-12442, Main Streets Agreements, Baltimore Main Streets Program. Period of agreement is 7/1/2023 to 6/30/2024. Transaction amount is $480,000. "Each of the eight Main Street programs will receive $60,000 totaling $480,000, for salary and to support program operations. The Main Streets are as follows: Pigtown, Fells Point, Federal Hill, Highlandtown, Hamilton/Lauraville, Waverly, Pennsylvania Avenue, Belair-Edison."

Neighborhood Safety & Engagement

SB-23-12177, University of Baltimore Community Violence Intervention Certificate Program. Period of agreement is 1/1/2023 to 9/30/2023. Transaction amount is $134,433.

Office of the Labor Commissioner

SB-23-12434, Arbitration Consent Award between the City of Baltimore and Baltimore Firefighters Local 734, IAFF (FY 2024).

Public Works

 SB-21-12481, Claims Resolution Agreement for Spiniello Companies under Sanitary Contract No. 910- Improvements to the Sanitary Sewer Collection System in the Herring Run Sewershed Part 2: Chinquapin Run. Transaction amount is $6,746,687.22

SB-23-12444, Modified Administrative Order on Consent with Environmental Protection Agency. This Modified Administrative Order on Consent (AOC) is a modification of the 2010 AOC signed between the City and EPA to ensure the completion of the underground drinking water tanks that are being constructed at Druid Lake Reservoir and Ashburton Reservoir. 

Rec & Parks

SB-23-12415, Memorandum of Understanding (MOU), Westport Waterfront Park Dedication. "MOU between the City, Westport Capital Development, LLC (the “Developer”), South Baltimore Gateway Community Impact District Management Authority d/b/a South Baltimore Gateway Partnership (“SBGP”), and Westport Community Economic Development Corporation (“WCEDC”), in which the parties agree to collaborate on planning for a public, waterfront park and trail to be constructed within the Developer’s “ONE Westport” development."

MEMBERS OF THE PUBLIC

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. A Statement of Opposition means a written statement by a member of the public expressing opposition to an item presented on a Board of Estimates agenda for a vote, provided that the person submitting the statement of opposition is a City resident or taxpayer, or a spokesperson for a City resident or taxpayer, or is directly and specifically affected by a pending matter or decision of the Board, and (d) that is distinct from a Protest.

BIDDERS

Protests for contract awards must be received by noon on the Monday prior to the Board of Estimates meeting. A protest is a written challenge to the award of a bid to a particular bidder that has been presented to the Board of Estimates on an agenda for a vote. Anyone submitting a protest must be registered as a procurement lobbyist with the Board of Ethics in accordance with Baltimore City Ethics Code, §8-12.

Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.

Schedule. The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.
