These are transactions we find interesting or may be of interest to the public, organized by agency. A separate list of items on the non-routine/discussion agenda are announced at the BOE meeting.

City Council

SB-23-12080, City Council Bill 22-0270, Sale of Property, 5545 Kennison Avenue. “5.2 acres, more or less, and improved by a two-story building, previously utilized as an elementary school, containing 64,002 square feet, more or less, this property being no longer needed for public use.”                

General Services

SB-23-12085, Bid Rejection for GS16810RR – Mitchell Courthouse Roof Replacement. "On May 03, 2023, the Board opened four (4) bids for the subject project. The Department of General Services determined that it is in the best interest of the City to reject all bids and re-advertise the project in the near future."

 Housing & Community Development    

SB-23-11673, Community Catalyst Grant - Rebuilding Together Baltimore. Period of Agreement is 6/7/2023 to 6/7/2025. Transaction amount is $200,000.

SB-23-11773, Approval of a 3rd Amendment to a Project C.O.R.E. Agreement between the City, State, and Maryland Stadium Authority. “In 2016, the State announced Project C.O.R.E., a partnership with the City and the Maryland Stadium Authority and the Maryland Department of Housing and Community Development, intended to reduce vacant and blighted properties through a combination of demolition, stabilization and development.”

Mayor’s Office - Infrastructure Development

SB-23-12138, Amendment to Resolution Relating to Cost Escalation Change Orders Due to Adverse Economic Conditions.

Mayor’s Office - Arts & Culture

SB-23-11879, Grant Agreement with the State of Maryland acting through the Board of Public Works. Period of agreement is 6/7/2023 to 6/30/2023. Transaction Amount is $1,500,000. “The purpose of this grant is to provide funds to the Office of Arts & Culture for 2023 Artscape Festival.”

Mayor’s Office - Neighborhood Safety & Engagement

SB-23-11950, 2nd No Cost Extension Amendment Safe Streets Baltimore FY 23 PARK HEIGHTS RENAISSANCE INC. Period of agreement is 7/1/2022 to 8/30/2023.

Procurement

SB-23-12145, Department of Public Works, Request to Pay Outstanding Invoices, Badger Daylighting Corp. Period of agreement is 2/15/2023 to 2/22/2023. Transaction amount is $49,354.52.  “The requested action is approval to pay outstanding invoices for the removal of visible vegetation and algae from DAF & PSTD7 tanks at the Back River Wastewater Treatment Plant.”

SB-23-11917, Payment of Invoice of Unauthorized Spend, Lexis Nexis - RQ011827. Period of agreement is 1/1/2023 to 12/31/2023. Transaction amount is $37,060.

SB-23-12003, Rec & Parks, Award, Contract Number 010521-LTS-4, Playground and Water Play Equipment with Related Accessories and Services. PlayPower LT Farmington, Inc. Period of agreement is 6/7/2023 to 2/17/2025. Transaction Amount is $1,759,997.

SB-23-12155, Sole Source, Contract Number 08000-Extraction Devices/Software. Transaction amount is $112,940. “The extraction solution is necessary for the collection and preservation of mobile phone data from retrieved cellular devices.”

SB-23-12146, BCIT, Extension, Contract Number 08000, RSA Maintenance Agreement. This extension is for 7/1/2023 to 6/30/2024. Transaction amount is $55,000.

Real Estate

SB-23-11939, Assignment of Tax Sale Certificate, 2302 Pennsylvania Avenue Real Estate. Buyer is Ames Shalom Community, Inc. Transaction amount is $3,238.12. Total liens abated are $2,062,992.91.  

Recreation & Parks

SB-23-12051, Transfer of Funds to Baltimore Civic Fund (BCF). Transaction amount is $400,000. “The transfer amount will be used to maintain the Recreation and Parks account in the Baltimore Civic Fund (BCF). The Recreation and Parks account was established in BCF to fund unplanned youth activities.”

SB-23-12082, Transfer of Funds for 2023 Charm City Live Festival. Transaction amount is $10,000.

Transportation

SB-23-12035, TR22013 Resurfacing Highways @ Various Locations, Southeast Sector VI. Extra Work order with P. Flanigan & Sons, Inc. Transaction amount is $322,775.

MEMBERS OF THE PUBLIC

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. A Statement of Opposition means a written statement by a member of the public expressing opposition to an item presented on a Board of Estimates agenda for a vote, provided that the person submitting the statement of opposition is a City resident or taxpayer, or a spokesperson for a City resident or taxpayer, or is directly and specifically affected by a pending matter or decision of the Board, and (d) that is distinct from a Protest.

BIDDERS

Protests for contract awards must be received by noon on the Monday prior to the Board of Estimates meeting. A protest is a written challenge to the award of a bid to a particular bidder that has been presented to the Board of Estimates on an agenda for a vote. Anyone submitting a protest must be registered as a procurement lobbyist with the Board of Ethics in accordance with Baltimore City Ethics Code, §8-12.

Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.
