Baltimore, MD - The agenda for the Board of Estimates January 11th meeting is now available. It can be found on the Comptroller’s website under the Board of Estimates tab.
This is the first agenda produced by our new, automated BOE portal. The agenda will continue to look a little bit different each week. There are still formatting and processing modifications we are working through. Let us know if you have questions or feedback!
Items of Note
These are transactions we find interesting or may be of interest to the public, organized by agency. A separate list of items on the non-routine/discussion agenda are announced at the BOE meeting.
Audits
Pages 1-2, Department of Audits, Audit Reports, Biennial Performance Audit of the Department of Human Resources for the Fiscal Years Ended December 31, 2021 and June 30, 2020.
Finance
Pages 4-7, Department of Finance, FY23 Insurance Renewals. Most notable among these is the Cyber Insurance renewal:
- Pages 4-5: Cyber Insurance--$10 Million in coverage, policy renewed November 1, 2022.
Pages 6-7: Flood Insurance for five City-owned properties, policy was effective as of December 25, 2022.
Health Department
Pages 11-12, Health Department, Ratification of Amendment to Provider Agreement. This amendment adds $333,345 to a provider agreement with Johns Hopkins that was originally approved on June 30, 2021. The amendment is retroactive from March 1, 2021 to February 28, 2022.
General Services
Pages 98-99, Bureau of Procurement, Increase to Contract B50004963 with Abacus Corporation for Unarmed Uniformed Security Guard Services. End-user is DGS. This item adds $7 Million in contract value for a total value of $38,625,000.
Mayor's Office
Page 53, Mayor’s Office, Charitable Solicitation Application. This will allow the Mayor’s staff to solicit donations for the City’s Black History Month celebration.
Personnel
Pages 48 and 51, DHR, Personnel Matters, Retroactive Employment Contracts for Nawsath Asharaff. These are two late contracts for the same person, who is a BPD employee. The contract on page 48 is retroactive to July 1, 2021 and the contract on page 51 has a start date of July 1, 2022.
Pages 49-50, DHR, Personnel Matter, Elected Official Salary Increases. This was deferred by the Council President from the agenda for December 7, 2022.
Police Department
Page 70, BPD, Renewal Option for Contract with Computer and Network Consultants, Inc. This item extends the contract term from October 1, 2022 through September 30, 2023 and adds $88,400 in value for a total contract value of $176,800. This will continue services for development and maintenance of BPD’s Lotus Notes system, Lotus Approach and Oracle interfaces among other things.
Page 71, BPD, Grant Award from Governor’s Office of Crime Prevention, Youth, and Victim Services. Grant amount is $48,225 and the period is retroactive to April 1, 2022 through June 20, 2023. These funds will be used for “Coverdell Forensic Science Improvement Program” that aims to increase productivity and efficiency for BPD’s Crime Lab.
Pages 72-73, Bureau of Procurement, Award of Contract to CI Technologies, Inc. for IAPRO Public Portal Solution. End-user is BPD. Award amount is $96,960 and contract term is January 11, 2023 through January 10, 2026. This sole-source contract is being awarded because the “…State of Maryland is requiring the Baltimore City Police Department…to set up a public portal and database that captures citizen-initiated complaints and commendations concerning agency members.”
Page 100, Bureau of Procurement, Renewal of Contract B50005017 for Background Investigations with Kentech Consulting, Inc. End-users are BPD and DHR. The renewal extends the contract through October 31, 2024 and adds $920,000 in value for a total contract value of $3,162,851.70.
Transportation
Page 122, DOT, Minor Privilege Application. This item relates to a request by the MTA to install 41 bus shelters at various locations around the City.

To address the board:
Procedures for addressing the Board have changed. Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.
Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting.
Protests and Statements of Opposition must be submitted to BOE.Clerk@baltimorecity.gov by mail or hand delivery to Attn: Clerk, Board of Estimates Room 204, City Hall, 100 N. Holliday Street.

Schedule:
The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.
