Audits
Page 1, Items # 1 and 2. Department of Audits, Audit Reports, Maryland 9-1-1 Emergency System of Baltimore City, Maryland Actual Receipts and Expenditures Report for the Fiscal Year Ended June 30, 2021 and Independent Auditor’s Report on Applying Agreed-Upon Procedures for the Baltimore City Cable Television Franchise Agreement (January 2018 through January 2021).
Baltimore Police Department
Page 5, BDC, Fourth Amendment to Lease Agreement. This extends the term of a lease with the Police Department’s Equal Employment Opportunity & Diversity (EEOD) Division through 10/31/25.
Pages 81-86, Items #34-44, Personnel Matters:
- Items #34-39 creates employment contracts
- Item #40 creates Operations Officer III position—this will be the Deputy Director of the Bureau of Asset Management. Among other things, this position will develop SOPs for monitoring expenditures, budgets, and procurement.
- Item #41 creates Operations Officer III position—this will be the Deputy Director of the Bureau of Records Management.
- Item #42 Reclassifies a vacant Accounting Assistant II to a Fiscal Technician. This will be the BPD’s Purchasing Card program manager.
- Item #43 creates a Research Analyst Supervisor position. This will be the Supervisor for the Data Driven Strategies Division.
- Item #44 classifies 35 new positions as Investigative Specialist I. These are non-sworn investigators announced last April.

- Page 89, Grant from Governor’s Office of Crime Prevention, Youth and Victim Services for BPD’s State Aid for Police Protection formula grant program, amount is $17,589,775. Term is 7/1/22-6/30/23.
- Page 90, Grant from US Dept of Justice, Office of Justice Programs for FY22 Byrne Discretionary Grant Program to support the “Neighborhood Policing Program.” Amount is $650,000; term is 7/1/22-6/30/23. This supports implementation of a Problem Oriented Policing model in the Fayette Street Outreach and Brooklyn/Curtis Bay neighborhoods.
- Page 91, Grant from Governor’s Office of Crime Prevention, Youth and Victim Services for BPD Warrant Apprehension Funding Program, amount is $3,250,000. Term is 7/1/22-6/30/23. The Board Memo for this submission explicitly states the funds will be used for, among other things, “…to support overtime for warrant surges and sweeps…”
- Page 92, Grant from Governor’s Office of Crime Control and Prevention for Baltimore Community Intelligence Centers Program, amount is $100,000. Term is 7/1/22-6/30/23. This grant funds the continuing operations of the BCICs in the Eastern and Western Districts.
- Page 93, Grant from Governor’s Office of Crime Prevention, Youth and Victim Services for the Sex Offender Compliance and Enforcement in Maryland program, amount is $154,899. Term is 7/1/22-6/30/23.

Law Department
Page 109, Settlement Agreements and Releases, Ana Arias on behalf of minor Jordin Duenas v. Baltimore City Board of School Commissioners. Settlement amount is $167,5000 for injuries sustained when a student at William Paca Elementary was hurt on the school playground, after his parents had provided a doctor’s note asserting he should be restricted from physical activity due to a recent surgery.
Page 110, Settlement Agreements and Release, Rachel Bloom v. Mayor & City Council. Settlement amount is $350,000 for injuries sustained when a DPW pickup truck backed into and ran over Ms. Bloom on the Harbor Promenade on August 11, 2022.

Page 79, Item #31, vacant Operations Officer IV position to an Operations Manager I. This reclass is for the “Director of the Office of Governmental Transformation.”
Page 80, Item #32, two Grant Services Specialist IV positions and two Grant Services Specialist V positions. These positions will comprise a “Digital Services Team” and will be funded by ARPA grants from MORP.

Procedures for addressing the Board have changed. Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.
Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting.

Schedule:
The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.

Supplier Self-Service Portal:
The City of Baltimore launched a new Supplier Self-Service Portal to offer a better way to connect and do business. This new portal is now open and replaces Citibuy. The portal is a free, self-service tool that will allow suppliers to register with the City’s Workday Supplier Portal and directly access their information during the “procure-to-pay” lifecycle.
