BDC

Pages 1-2, BDC, Resolution, Funding and Repayment Agreement. Amount is a $200,000 convertible loan to Alertus Technologies, LLC (Alertus) for its initiative to relocate its headquarters from Prince George’s County to Baltimore City.

Pages 73-74, Item #5, Bureau of Procurement, Award of Contract No. 08000 for DNA Reagents with Promega Corp.  Award amount is $588,201. 

Page 77, Item #8, Bureau of Procurement, Award of Contract 06000 for IFAK Kits to CPR Savers and First Aid Supply LLC.  Award amount is $45,075.45. 

Page 82, BPD, payment of $205,173.50 to Range Maintenance, Inc. for services performed on various dates at firearms training facilities.

Comptroller

Page 85, Office of the Comptroller, Final Amendments to Procurement Regulations.  These are revisions to the Regulations relating to receiving and opening of bids. 

DHCD

Pages 12-13, DHCD, First Amendment to Consultant Agreement with Grounded Solutions Network.  DHCD is asking the Board to approve, retroactively, the exercise of a six-month extension of the contract that occurred in November 2021, and to extend the contract for another year from May 25, 2022

Page 41, DOT, Extra Work Order No. 2 under TR 20016, Conduit System Reconstruction at Various Locations Citywide.  Amount is $4,589,775.

DPW

Pages 45-47, DPW, Settlement Agreement, Consent Order and Reimbursement Agreement with MD Dept. of the Environment.

Pages 64-66, DPW, Ratification Amendment No. 1 to Agreement with Rummel, Klepper & Kahl.  This item was deferred from the June 15 agenda. 

MOCFS

Page 4, MOCFS, Grant Agreement with US Dept of Justice for FY2021 Comprehensive Youth Violence Prevention and Reduction Program.  Award amount is $997,351. 

MONSE

Pages 18, MONSE, First Amendment to Agreement with Associated Catholic Charities. The purpose of the amendment is to add $39,804.96 to a Safe Streets Program grant. The grant agreement it’s amending expires on June 30. 

Page 20, MONSE, Provider Agreement with Community Mediation Center.  This is a retroactive grant agreement for the month of January 2022 that provides $30,313.59 for a Safe Streets Site.

Office of Recovery Programs

Page 26, Office of Recovery Programs, Inter-Agency Agreement with Mayor’s Office of Performance and Innovation.  This is an ARPA grant for $1,140,000 that will be used to hire additional personnel to prepare “Baltimore for strategic planning and supporting effective management of resources…”

Parking Authority

Pages 24-25, Parking Authority, Amendment to Agreement with Iparq.  The amendment extends the term of the agreement through May 10, 2024 and increases the monthly fee paid to Iparq. This item includes a request to ratify two one-year extensions that the Parking Authority exercised in 2020 and 2021 but did not bring to the BOE “…because the Parking Authority understood that additional approval was not required…”

Procurement

Pages 69-70, Item #2, Bureau of Procurement, Renewal of Contract No. 08000 for Gartner for IT with Gartner, Inc.  The renewal extends the contract from August 1, 2022 through July 31, 2023.  This contract was originally awarded in 2013 and has grown from an initial award of $33,800 to $2,935,100.

Pages 74-75, Item #7, Bureau of Procurement, Extension of Contract B50004602 for Emergency Vehicle Lighting and Accessories with East Coast Emergency Lighting, Inc.  This is a no-cost extension that brings the contract expiration to December 31, 2022.

Pages 79-80, Item #10, Bureau of Procurement, Renewal of Contract B50005154 for Citywide Violation Towing Services with four vendors.  This item was deferred from the May 4, May 18, and June 1 and June 15 agendas.

Page 84, Item #2, Bureau of Procurement, Recommendation to Reject All Bids for B50006506, Emergency Vehicle Lighting and Accessories.  This was originally brought to the Board on May 18 as a recommendation for award and is now coming as a rejection after one of the bidders protested.

Procedures for addressing the Board have changed. New rules for submitting Protests and Statements of Opposition are available at the Comptroller's Website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting. 

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. 

Protests and Statements of Opposition must be submitted to BOE.Clerk@baltimorecity.gov, cc: james.knighton@baltimorecity.gov or by mail or hand delivery to Attn: Clerk, Board of Estimates Room 204, City Hall, 100 N. Holliday Street.

The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.
