Page 4, Audit Report – Mayor’s Office of Homeless Services for FY 2019 and 2020.

Page 1, Financial Assistance Outlook Enterprises. Approval of $200,000 conditional loan for Outlook Enterprises, LLC. Outlook Enterprises is a Black-owned, full-service animation company with current productions contracts with Netflix and Nickelodeon. The owner Trevor Pryce is a former NFL Ravens Player.

Page 74, Approval of an award of Omnia Partners Contract R 91902 - Educational Software Solutions and Services with Carahsoft Technology Corp.  Period covered is May 18, 2022 through April 30, 2023 with one, one-year renewal. Amount is $360,387.41

Page 86, Approval for payment of outstanding invoice to SyTech Corporation. Amount is $57,016. Sytech provides equipment and software for the Baltimore Police Department (BPD) to conduct covert surveillance on criminal activity.

Page 5, An Ordinance concerning Sale of Property – 620 North Caroline Street for the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either public or private sale, all its interest in certain property that is located at 620 North Caroline Street (Block1280, Lot 003).

Page 51, Renewal of Contract Number 08000 –FASTER Software with TT FASTER, LLC, t/a FASTER Asset Solutions. Period covered is June 1, 2022 through May 31, 2023, with two, one-year renewal option remaining on the contract.

Page 58, Approval of an increase of City of Fort Worth Contract, Number 53315 – Motor Fuels, Aviation Fuel and Related Services with Mansfield Oil company of Gainesville, Inc. Contract expires December 31, 2022 with an available renewal option if exercised by the lead agency. Amount is $20,000,000 in fuel via a cooperative contract.

Page 124, 10-Year Solid Waste Management Plan - Recycling Plan for Public Hearing. The hearing is requested for June 1.

Page 204, Procurement, B50006097, Approval of Asbestos Abasement for C&W Construction Modulus LLC., Retro Environmental and Goel Services. A protest was received from Compliance Construction and Remediation, Inc.

Finance

Page 30, Fiscal 2023 Targeted Homeowners Tax Credit (THTC) Rate. Approval of a $.0277 per $100 of improved assessed value for the period July 1, 2022 through June 30, 2023. The Targeted Homeowners Tax Credit will result in a reduction of an estimated $27,430,000.00 from the City’s property tax collection.

Page 54, Approval of a renewal of Contract Number 06000 – Technical Support and System Administration for the Consolidated Collection System with Full Circle Solutions, Inc. Period covered is from March 19, 2022 through March 18, 2023 with no renewal options remaining. Amount is $2,800,000.

Page 31, The Board is requested to note the observation of Juneteenth on June 19th as an official City holiday.

Procurement

Page 46, Approval of a renewal of Contract Number B50005630 –Maintenance & Repair Services for Plumbing and Heating. The period covered is August 1, 2022 through July 31, 2023 with one, one-year renewal. The Board is requested to approve the first of two, one-year renewal options available on the contract for Denver- Elek, Inc. and J.F. Fischer, Inc. The other two previous awardees, BMC Services LLC and Joseph Heil Company, Inc., were found non-compliant by MWBOO the renewal of their contract is not recommended. Amount is $3,000,000.  

Page 77, Contract Number B50005165 – Caterpillar – O.E.M. Parts and Service. On December 6, 2017, the Board approved an award of Contract Number B5005165 to Alban Tractor, LLC. Carter Machinery Company Incorporated has acquired the rights, title, and interest in Alban Tractor, LLC and is requesting assignment of Contract Number B50005165 to Carter Machinery Company Incorporated.

Page 98, Approval of Extra work order by Plano-Coudon, LLC under Contract No. RP17807 Druid Hill Aquatic Center. Amount is $27,310.48.

Page 49, Renewal of Contract Number 06000 - Telecommunications Ticketing Software with Tigerpaw Software, Inc. Period covered is May 11, 2022 through May 10, 2023 with no renewal options remaining. Amount is $8,585.28.

Procedures for addressing the Board have changed. New rules for submitting Protests and Statements of Opposition are available at the Comptroller's Website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting. 

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. 

Protests and Statements of Opposition must be submitted to BOE.Clerk@baltimorecity.gov, cc: james.knighton@baltimorecity.gov or by mail or hand delivery to Attn: Clerk, Board of Estimates Room 204, City Hall, 100 N. Holliday Street.

Schedule:

The Board meets regularly on the first and third Wednesday of each month, with the exception of June and December. Please see the Comptroller’s website for a detailed BOE meeting schedule and associated submission deadlines.

Bid openings:

The Office of the Baltimore City Comptroller is accepting public comments on proposed amendments to certain provisions of the City’s Procurement Regulations. The proposed amendments Regulations would affect the process by which the Board of Estimates receives and opens bid submissions and publicizes the results of bid openings.  The overall goal of these changes is to modernize and streamline the bid opening process.
