Baltimore, MD - The Board of Estimates agenda for the June 2nd meeting is now available. It can be found on the Comptroller's website under the Board of Estimates tab.

Items of note:

Pages 23-28, Department of Law, Settlement Agreements and Releases.  Law is presenting four separate settlement agreements; each is with a different plaintiff involving different circumstances. They can be summarized as follows: 

  • Page 23, Plaintiff Hameed Shah, amount $80,000 for injuries sustained in a vehicle accident with a fallen tree on East 36th Street; 
  • Page 24, Plaintiff Linda O’Connor, amount $27,000 for injuries sustained when tripping on a sidewalk “not to Code” in 2017; 
  • Pages 25-26, Plaintiff Tracy Anderson, amount $67,636 for what appears to be wrongful termination and perhaps a discrimination claim; 
  • Pages 27-28, Plaintiff Tara Grim, amount $60,000 for civil rights violations and unconstitutional search and seizure against BPD. 

Pages 34-35, Dept. of Finance, Grant Agreement with Visit Baltimore and Grant Agreement with BDC. 

Page 37, Dept. of Audits, Enoch Pratt Free Library Comprehensive Annual Financial Report for Fiscal Year Ended June 30, 2020.

Pages 51-52, DPW, Ratification of Amendment No. 4 to Agreement with HDR Engineering, Inc. under SC 951, Comprehensive Biosolids Plan.  There are a couple of things going on here.  First, the Amendment is retroactive to December 16, 2020. Second, MBE attainment is 20.51% towards a 27.19% goal (or 75.43%) and WBE is 5.07% towards a 10.35% goal (or 48.98%).  The contract was issued in 2015 and the work is 82% completed.

Page 84, Item #1, Bureau of Procurement, Proposed Award of Contract B50006139, Armed Security Guards to Metropolitan Protective Services, Inc.

Page 88, Item #5, Bureau of Procurement, Renewal of Contract GS-35F-0058N, Acadis Readiness Suite Software with Envisage Technologies, LLC.  End-user is BPD.

Page 95, Item #16, Bureau of Procurement, Extension of Contract B50004360, Management Services for the Eating Together in Baltimore Program with MJ Management Services, LLC. 

Pages 97-98, Item #18, Bureau of Procurement, Ratification and Extension of Contract 06000, Management Services for Taxi Card Program with Creative Software Solutions, LLC. 

Pages 100-127, Department of Human Resources, Revisions to Administrative Manual for New Travel Policy. 

To protest a proposed action of the Board or otherwise address the Board please notify the Clerk, Room 204, City Hall, 100 N. Holliday Street, Baltimore, Maryland 21202 in writing by Tuesday, June 8th at 12pm. Protests can be sent to james.knighton@baltimorecity.gov. The Board shall award the contract as an entirety to the lowest responsive and responsible bidder, or by items to the respective lowest responsive and responsible bidders, or reject all bids.  The decision to reject all bids is final and not subject to protest.

Please note Baltimore City Hall is closed to the public during the COVID-19 health crisis. All Board of Estimates meetings will be conducted via remote video conference.
