Baltimore, MD - The Board of Estimates agenda for the May 19th meeting is now available. It can be found on the Comptroller's website under the Board of Estimates tab.

Items of note:

Pages 14-15, Item #4, Recreation & Parks, Extra Work Order No. 3 under RP 19803, Patterson Park Athletic Field Lighting. The EWO is $23,757.33 for a $964,125 contract, but the contract was awarded in June 2010 with an original expiration date of April 1, 2021 and only 25% of the work is complete. There is zero minority business attainment against small goals (4% MBE and 1% WBE).

Page 19, State’s Attorney’s Office, MOU with Behavioral Health System Baltimore relating to the Law Enforcement Assisted Diversion program. 

Pages 26-30, Mayor’s Office of Minority and Women-Owned Business Development, Consultant Agreements and Amendment No. 9 to Financial Assistance Award.

Pages 31-33, Mayor’s Office of Children and Family Success, Rental Assistance Grant Agreement Template. This is the next step for the $17 Million federal rental assistance grant approved by the Board on March 31.

Pages 38-39, DPW, Task Assignment No. 5 to Whitman, Requardt & Associates under Project No. 1254W, On-Call Environmental Engineering Services.  The cumulative MBE/WBE attainment exceeds the cumulative goals for the contract even though MBE currently is only 76.77%.

Pages 48-49, DHCD, Grant Agreement with The Charm City Land Trust.

Pages 50-51, DHCD, Land Disposition Agreement with American Communities Trust, Inc. This item was deferred by the Council President from the May 12 agenda. 

Pages 52-53, DHCD, Land Disposition Agreement with The Upton Mansion, LLC.

Pages 56-57, Rec and Parks, Task Assignment No. 8 to Murphy & Dittenhafer under Project No. 1314, On-Call Architectural Design Services. MBE attainment is just 12.37% towards a 28% goal even though WBE is 33.35% towards a 20% goal. The cumulative attainment is 36.08% towards a 48% cumulative goal, or only 75.16%. 

Pages 64-66, Item #7, Bureau of Procurement, Renewal of Contract B50004854, Copper Cable Installation, Maintenance and Repair Services with Highlander Contracting Company and SCD Information Technology. End-user is BCIT. This contract was awarded in 2017 at $1 Million and this renewal will add an additional $2 Million. Originally there were three vendors on the contract but one of them, Technical Specialties, Inc. is not being recommended for renewal due to not utilizing MBE/WBE subs properly.  The two remaining contractors have negligible or no MBE/WBE attainment, because they have been assigned virtually no work since April 2020. 

Page 71, Item #14, Bureau of Procurement, Extension of Contract B50005835 with MGT Consulting Group for City of Baltimore and HABC Disparity Study. End-users are HABC and Law Dept. This is the mandatory disparity study used to set Baltimore City's Minority & Women Owned Business Enterprise goals. 

Pages 74-82, Item #18, Bureau of Procurement, Extension of Contract B50005206, OEM and Aftermarket Parts and Repair Services—Body Shop. This contract has eleven vendors on it, end-user is DGS Fleet Management.  This is a large contract awarded in 2018, and of the eleven vendors only three are compliant with MBE/WBE goals.

Pages 84-87, Item #21, Bureau of Procurement, Renewal of Contract B50004813 for Interior Renovation, Carpentry and Associated Trades. This is the DGS item deferred by the Mayor on Wednesday. 

Pages 90-91, Items #3 and 4, DPW, Recommendation of Award to Ulliman Schutte Construction for SC 954, Primary Settling Tanks Nos. 3 and 4, Rehabilitation at the Back River Wastewater Treatment Plant. This is the contested award that was deferred from the May 5 agenda. 

Pages 94-121, Department of Human Resources, Revisions to Administrative Manual for New Travel Policy. 

To protest a proposed action of the Board or otherwise address the Board please notify the Clerk, Room 204, City Hall, 100 N. Holliday Street, Baltimore, Maryland 21202 in writing by Tuesday, May 18th at 12pm. Protests can be sent to james.knighton@baltimorecity.gov. The Board shall award the contract as an entirety to the lowest responsive and responsible bidder, or by items to the respective lowest responsive and responsible bidders, or reject all bids.  The decision to reject all bids is final and not subject to protest.

Please note Baltimore City Hall is closed to the public during the COVID-19 health crisis. All Board of Estimates meetings will be conducted via remote video conference. Viewers can watch the meetings on Charm TV or channel 25.
