Baltimore, MD - The Board of Estimates agenda for the November 3rd meeting is now available. It can be found on the Comptroller's website under the Board of Estimates tab.

Items of note:

1. Page 12, Department of Law, Settlement Agreement and Release for Richard Gibbs v. Baltimore Police Department. Settlement amount is $230,000.

2. Page 13, Department of Law, Settlement Agreement and Release for Malika Peterson v. Mayor and City Council. Settlement amount is $250,000.

3. Page 29, Item #5, BDC, Transfer of Funds to reimburse Horseshoe Casino for construction of City Animal Care Facility. Amount of transfer is $1,500,000.

4. Page 41, Department of Audits, Biennial Performance Audit of Baltimore City Fire Department for Fiscal Years ended June 30, 2020 and 2019.

5. Page 50, Item #3, Bureau of Procurement, Recommendation for Award for Contract B50006251, Street Tree Planting with 2-Year Maintenance and Warranty—Fall 2021 and Spring 2022. Awardee is Lorenz, Inc., award amount is $1,597,400.

6. Page 54, Bureau of Procurement, Recommendation to Open Price Proposals for Contract B50006283, Workers’ Compensation Claims Administration.

7. Page 57, Item #1, Bureau of Procurement, Renewal of Contract B50004135 with Calmi Electrical Company for Miscellaneous Electrical Work. Multiple end-users including DGS, DPW, DOT and others. The renewal includes an increase in value of $3,500,000 for a total award amount of $12,881,300 over seven years.

8. Page 58, Item #2, Bureau of Procurement, Increase to Contract B50006043 with Galls, Inc. for Police Body Armor. End user is BPD. This contract was awarded last April with a value of $371,550. The requested increase of $2,150,000 will allow the Sheriff’s Department to purchase off the contract and provide sufficient funding through the contract term which goes until March 25, 2024.

9. Pages 63-65, Item #9, Bureau of Procurement, Sixth Amendment to Master Services Agreement with ADP, Inc. for Human Resources Information, Automatic Processing, E-Time, and Enterprise Payroll Systems Licensing. End users are Dept. of Finance and HR. This sole source contract was awarded in 2007 with an initial value of $1,600,000; the $4,800,000 increase that’s included in the amendment will bring its total value up to $66,334,169.38.

10. Page 67, Item #12, Bureau of Procurement, Increase and Extension to Contract B50004091 for Computer Desktops, Laptops, and Tablets. On Oct. 28, 2015 the Board approved the initial award in the amount of $20,000,000. This increase is in the amount of $5,000,000.

11. Pages 67-68, Item #13, Bureau of Procurement, Ratification and Renewal of contract with Shotspotter, Inc. for the Shotspotter Annual Subscription Service. The renewal extends the contract through July 11, 2022 and adds $759,500 in value. The renewal will make the award amount $3,129,000.

12. Page 69, Office of the City Council, Council Bill 21-0083. An Ordinance concerning Franchise – Gas Regular Station Utility at Lower Gwynns Falls Park for the purpose of granting a franchise to Baltimore Gas and Electric Company to construct, use and maintain a gas regulator station utility.

13. Page 70, Office of the Mayor, First Amendment to Non-Construction Consultant Agreement with Ernst & Young. This amendment makes a correction to an attachment to the original $660,000 consulting agreement, regarding a summary description of the fund source.
