Release: Comptroller Henry Introduces the Board of Estimates Dashboard

Baltimore, MD – Baltimore City Comptroller Bill Henry announced today the launch of the Board of Estimates dashboard, a new cutting-edge digital tool designed to bring clarity and transparency to city spending.
This innovative dashboard allows the public, media, and city agencies to track all transactions from BOE agendas, compare financial data, and explore supporting documents.
“The Board of Estimates dashboard continues our push to bring light to government spending through transparency and modernization,” Comptroller Henry said. "With this new tool the public can review the City’s contracts and obligations first hand, as soon as the agenda is published."
The dashboard is organized by calendar year and contains two main sections:
- Operating Tab: Covers items impacting the general fund, including revenue-generating grants, policy decisions, and key audits.
- Capital Spending Tab: Submissions relating to capital projects. Capital projects are improvements to City property costing more than $50,000 and funded by City revenues, bonds, State, federal, or other sources.

The dashboard will be updated on the Wednesday prior to a scheduled Board of Estimates meeting, providing the public with an extended period to examine the agenda before Board votes. The data presented in this dashboard currently dates to 2022 when the City transitioned to using BOESubmit for the building, reviewing & compilation of the BOE agenda.

The Board of Estimates dashboard is the latest transparency tool released by the Office of the Comptroller. Open Checkbook 2.0, which tracks third-party city payments made by the Department of Accounts Payable, debuted in 2023.
