Audits

SB-23-12639, Biennial Performance Audit of Department of Transportation (Contract Closeout) for the Fiscal Years Ended June 30, 2021 and June 30, 2020.

SB-23-12640, Biennial Performance Audit Follow-up Report on Mayor’s Office of Homeless Services.

Housing & Community Development

SB-23-12091, Grant Agreement with Pennsylvania Black Arts and Entertainment Districts Inc. Agreement. Transaction amount $498,324. "DHCD’s community development strategies focus resources in disinvested and overlooked communities where City funds will spur growth and transformation and additional investment.”

Immigrant Affairs

SB-23-11107, Agreement for Refugee Vocational Training and Employment Services subgrant (VTES) Agreement. Period of agreement is 10/1/2022 to 9/30/2023. Transaction amount $564,971. "The employment program is designed to enable employable refugees in the Baltimore Metropolitan Region, to achieve economic self-sufficiency as soon as possible through job development and placement, removal of employment barriers, participation in Vocational Training, case management, and follow-up job placement."

Information & Technology

SB-23-12225, Digital Inclusion Grant Agreement. Period of agreement is 1/1/2023 to 12/31/2023. Transaction amount $30,000. "The purpose of the Program is to address the deficit of broadband resources available to rural populations, low-income populations, and other unserved and underserved populations in the State; and distribute DIG funding, in the form of grants, to local jurisdictions, non-profit corporations, and community-based anchor institutions.”

SB-23-12522, Broadband consulting professional services/consultant agreement. Transaction amount $402,777. "The City has a need for a consultant to assist the City with broadband consulting services on behalf of the City. Columbia Telecommunications Corporation T/A CTC Technology and Energy will use their expertise to assist BCIT in broadband strategic planning; and building the specifications for fiber connections to HABC properties."

Neighborhood & Safety Engagement

SB-23-12449, Roberta's House -SideStep- Grant Agreement. Transaction amount $50,000. "The Grantee will perform under the Pre-Arrest Remote Diversion Program to provide support in programming that offers young people suspected of certain unlawful behaviors a meaningful opportunity to avoid the harms of the justice system for the Sidestep Pre-Arrest Remote Diversion Program."

Planning

SB-21-12477, ARPA Online SNAP Agreement – Amazon. Transaction amount is $733,500. The Mayor’s Office of Recovery Programs and Department of Planning Food Insecurity ARPA Inter-Agency Agreement allocated funding to create an online SNAP fruit and vegetable incentive program with online SNAP approved retailers in Baltimore City.

Public Works

SB-23-12514, Grant Award- State of Maryland’s Water Assistance Program. Transaction amount $15,871,158.79. The purpose of the grant is to provide relief to water systems for outstanding water debt from residential customers related to the COVID-19 pandemic.

Procurement

SB-23-12720 - Cooperative Contract - Sourcewell contract #020221-RUB - Fleet Management Technology for Heavy-Duty Vehicles. Transaction amount $1,349,838.00. RUBICONSmartCity is a technology suite that helps local governments everywhere run more efficient, effective, and sustainable operations. This agreement is license subscription and support for the management and coordination of trash and recycling collections.

Address the Board

MEMBERS OF THE PUBLIC

Members of the public can submit Statements of Opposition. Statements must be received by noon on the Tuesday prior to the Board of Estimates meeting. A Statement of Opposition means a written statement by a member of the public expressing opposition to an item presented on a Board of Estimates agenda for a vote, provided that the person submitting the statement of opposition is a City resident or taxpayer, or a spokesperson for a City resident or taxpayer, or is directly and specifically affected by a pending matter or decision of the Board, and (d) that is distinct from a Protest.

BIDDERS

Protests for contract awards must be received by noon on the Monday prior to the Board of Estimates meeting. A protest is a written challenge to the award of a bid to a particular bidder that has been presented to the Board of Estimates on an agenda for a vote. Anyone submitting a protest must be registered as a procurement lobbyist with the Board of Ethics in accordance with Baltimore City Ethics Code, §8-12.

Rules for submitting Protests and Statements of Opposition are available at the Comptroller's website. Protests (written challenges to the award of a bid) must be received by noon on the Monday prior to the Board of Estimates meeting.
