The proposed Ordinance of Estimates consists of an operating budget, capital budget, contingent fund, revenue and includes a breakdown of the amounts stated for each program by categories of expenditure for personnel services; materials; supplies and equipment; debt service; and other categories designated by the Board. After submission of the Ordinance of Estimates to the City Council, public hearings are held.
